F8 is definitely faster than F7.  

Apt4RPM is about the same speed on F7 and yum is on F7 (I haven't tried 
apt4rpm on F8 yet).

The Ubuntu GUI updater (which is not synaptic) is definitely faster than pup 
on F8 with equivalent numbers of updates.
