I had this same problem upgrading from FC6 to F7.  This was on new hardware 
(only several weeks old).  While I don't know the cause of the problem, I can 
tell you how I got around it.  

I copied the DVD iso to another machine and shared the iso over NFS, then 
booted to a rescue CD, and used the install from NFS share option.  The 
benefit of this (aside from actually being able to upgrade) was that it 
actually ran faster over 1GB ethernet than off the DVD drive.

I realize this doesn't solve your problem, but if you really need to upgrade 
soon and you have another linux machine available, this is an option.  I have 
also heard tell of FTP and HTTP options, but I haven't tried them.
