There is a port of apt that uses the rpm libs, so you couldn't get rid of rpm in a direct way like that, even though typing "apt" would replace typing "rpm". But your book is probably a bit out of date, yum definitely has "replaced" rpm in the "what you type" sense for most uses, even though it too has been using the rpm libs.
