Sorry, my fault.
I downloaded the contents of:
http://download.fedora.redhat.com/pub/fedora/linux/releases/8/Fedora/i386/os/
for my local network install. I actually needed:
http://download.fedora.redhat.com/pub/fedora/linux/releases/8/Everything/i386/os/
This contains pungi as well as other bits.
