what version of Fedora are you running?
in Fedora 7  there is the "telnet-server" package.
To enable it just edit /etc/xinetd.d/telnet
and set "disable" to "no"
You can delete the line you added to inetd.conf.
I don't know in Fedora 8, but I think it's the same.
