That depends!  :-)

If you connect to port 25 then, yes, the sendmail that's listening
on port 25 does deliver direct to local users.

However (and this is my issue) if your MUA (in my case mutt) uses
sendmail as its MTA (i.e. mutt runs sendmail to actually send its
mail, it doesn't connect direct to port 25) then *that* sendmail
appends its idea of the local hostname to the mail addressee.  By
default on my system that means that mail sent from mutt to 'chris'
actually gets sent to 'chris@xxxxxxxxx' which doesn#t work too well!

I suspect that other (well behaved!) low level senders of mail within
the system also call sendmail as an MTA to send their mail and that is
why mail to root from cron and similar programs is not working on my
system.
