Passive versus active mode: in one the control connection is the connection that you make, data transfers {ls included} occur down a data channel opened by the server back to the client ?

Firewall active but no connection tracking for ftp ?

If that isn't enough, what are you talking from / to on what OS, what firewall, are you trying anon connection but not configured selinux to match on the server ?
