I have run system-config-time as root and there chose UTC time zone.
I've also checked the under laying UTC. Now after sync with ntp server
it moved the UTC time to the winter time. So, it did not solve my
problem.

I've unchecked the under laying point "UTC" and did sync - no sense,
same time.
