I'd have to wonder why you'd want to do that. You might as well do Linux from scratch, or pick on of the other smaller distros which don't use a package manager. On the other hand, if you mean adding packages to a Fedora system, and those additional things not being RPM packages, then of course you can do that. Just the same as you can with any Linux distro.
