Though an OS can also play a part, but I don't think it does, in this case. /dev/hdx is hardware dependent /dev/sdx is software dependent (BIOS & OS are both software) The rules for naming /dev/sdx devices are somewhat similar to the grub hd business (counting available drives, where ever they're connected, not caring much about where that actually is). -- (This computer runs FC7, my others run FC4, FC5 & FC6, in case that's important to the thread.)
