I would replace the Gigabit Ethernet card with a boring 100Mbps one as a test, and confirm that the CPU usage is still crazy. If it isn't, it is something to do with the driver I guess. Also check dmesg because if it is spamming the logs on each packet, that can cause a CPU blowup.
