That did the trick. I checked the contents of the cups directory on the 
working machine with the second test box. Two files differed

/etc/cups/printers.conf
and
/etc/cups/ppd/CS-144.ppd
which didn't exist on the test box.

I copied that over from the working box restarted cups and it seems to be 
working. Thanks all.
