This should be managed by console.perms, but it is possible that it is missing something on your system. It works find on my F7 system, but your setup may be different. The lines that control it are: <dri>=/dev/nvidia* /dev/3dfx* /dev/dri/card* and <console> 0600 <dri> 0600 root They are in /etc/security/console.perms.d/95-vdr.perms.
