Yes, QEMU can run x86_64 VMs on a 32-bit host. That's how the x86_64 RPMs at http://repo.calcforge.org/fedora/ are built. (I use a 32-bit Fedora as the host though, not Window$.) However, this isn't anywhere near fast, it's about 50 times slower than the native hardware! Running 32-bit on 32-bit or 64-bit on 64-bit can be accelerated with kqemu, but running 64-bit on 32-bit is only possible in software, which is really slow.
