No, the first line should be (uncommented):

SUBSYSTEM!="usb_device", ACTION!="add", GOTO="hiptop_rules_end"

Use 0660.

$ groups jack

This is just to make sure you don't forget your groups if something goes
wrong.

# groupadd hiptopusers

Creates the group

# usermod -a -G hiptopusers jack

Adds jack to the hiptopusers group

Then, restart the computer.
