Does anyone know if there are any plans to upgrade subversion in
Fedora 7 to 1.4.4?

It seems so. The package was updated in CVS[1] and built for F7[2],
but it has yet to be pushed to either updates-testing or updates. You
may want to search bugzilla and see if anyone has filed an RFE for the
update. The maintainer may have found issues that he wants to resolve
before pushing the update, or it may have got lost in the shuffle and
just not added to the update queue. If it's the latter, a friendly
poke may help move it along. :)

Or downloading the appropriate rpms from koji, installing, and giving some feedback to the maintainer, would probably help more. But you might not want to do this on a production machine.
