This may be related to the fact that LUKS stands for /Linux/ > Unified Key Setup. ;) I just found out about FreeOTFE (http://www.freeotfe.org/docs/Linux_volumes.htm), a encryption program that has a Windows version and apparently supports LUKS volumes (except creating them). But if you create the LUKS volume in Fedora, you should then be able to read and write it in both Fedora and Windows.
