If you didn't disturb the CPU while moving the heatsink about, I'd be
suspicious of the power cabling.  Perhaps one of the supply wires is a
bit dicky.  Try reseating the power cable.

You may as well try reseating anything else that's a connector (remove
and replace plug-in cards, push socketed BIOS chips firmly into place,
etc.).  Just don't bend the board or zap things with static charges (the
simplest method of static avoidance is to lean against the metal
chassis, and stay in contact with it, while doing this).  It should go
without saying that the computer should be turned off at the wall, not
just the computer power switch, while doing this.  They don't power down
all the way.
