With F7 my volume settings for the PCM controls are always at 50% after
a fresh bootup and login to Gnome. Changing the PCM volume controls to
my preferred level and saving them with alsactl does not help. What
(application) can be the cause of this? I could find any culprit
checking the scripts in /etc/rc.d/init.d.

This is a known issue, it happened to me both times I installed FC7 on my laptop. The shutdown scripts don't save the state of alsa when they run, hence it is set to installation default every time the system boots.

Surprisingly this hasn't been discussed on the list as often as certain other issues. This makes me wonder if this happens with only a few users and not everyone.

Use the below mentioned steps as a workaround.

1. Set the volume control settings to your preferred values.
2. As root, run 'alsactl store'
3. Add the below line at the bottom of /etc/rc.local
	/sbin/alsactl restore

This will ensure that your preferred sound level settings are set every time the system boots.
