This limitation can be caused by a monitor not being selected via
system-config-display. I had luck setting the display to generic
versions with the desired resolution.

Doubtful, Fedora seems consistent from one install or if reinstalled. If
you choose other options, maybe you would get different results.
Otherwise it would probably result in the same outcome.

Intel graphics are within the distribution. "i810" and "intel" are
choices.
