Is your problem that you're looking for a folder with ${basearch}
instead of replacing those characters with the base architecture
information?

e.g. /pub/fedora/linux/releases/7/Fedora/i386/os

These certainly work:
<http://download.fedora.redhat.com/pub/fedora/linux/releases/7/Fedora/i386/os/>
<ftp://download.fedora.redhat.com/pub/fedora/linux/releases/7/Fedora/i386/os/>

As far as working out whether you're in the right place, if you see
something like the following, in there, you are.

Using FC 4, 5, 6 & 7, plus CentOS 5.  Today, it's FC7.
