Here's another from another server I'm running. I just notice after
removing the /hom/~/.vnc I get the same error from this system. How do I
get vnc to create this in each users home?

Post your /etc/sysconfig/vncservers file.
Have you run vncpasswd as all users of vnc?
Does anything appear in /var/log/messages (or on your terminal) when you attempt
to start vnc?
