Looks like you had a stale cache. E.g., Your cached metadata and whatnot was of a slightly outdated mirror, so when you tried to update the first time there was nothing that needed to be done. But after you cleaned the cache and metadata, Yum retrieved that of a _new_ mirror with updated repository data, and thus was able to run through your updates as expected.
