Because if you have foo-0.6.5-7L.fc7, the epoch is unset (which is the
same as 0 to rpm), the version is 0.6.5, and the release is 7L.fc7.

$ fedora-rpmvercmp 
Epoch1 :0
Version1 :0.6.5 
Release1 :7L.fc7
Epoch2 :0
Version2 :0.6.5 
Release2 :7.fc7
0:0.6.5-7.fc7 is newer
