Some hints for the future: You can often move a window around by holding the ALT key, clicking on any part of the window, and dragging it around. If you had a terminal window open, still, you might have been able to run top, find and kill gnome-panel. It'd restart and give you back your menus. Losing window borders can be down to compiz or metacity (or something else). You can play with them on the command line to restart.
