You did modify the default epel.repo file, didn't you?

The  epel-release-4-6.noarch.rpm  package has "repo=epel-4" hardcoded
and not the URL you quote. Please check your epel.repo file.

Ok, this page shows both epel-release rpms (it's directly linked from the wiki):
http://download.fedora.redhat.com/pub/epel/4/i386/repoview/epel-release.html

I installed the older one by mistake (which should be removed from there).
