Odd; it's in CVS but doesn't seem to be referenced in the F7 package.
It was copied to httpd/conf.d as recently as the FC-6 package:

install -D -m 644 %{SOURCE1} \
  %{buildroot}%{_sysconfdir}/httpd/conf.d/mediawiki.conf

You should file a bug.

BTW, here's the contents of the file in CVS:

Alias /mediawiki /var/www/mediawiki

    Order deny,allow
    Deny from all
