Adobe Reader and Form Submission

I do some field herping (looking for reptiles and amphibians), and
recently ran into a population of a species of special concern that I
had reason to believe might not be known at that locality to the State
of California.

They use a PDF form for reporting such sightings.

After filling out the form in Adobe Reader (fc6), I hit the submit
button and was given an error message "Action Not Allowed". Three times.
Since Adobe wouldn't allow me to save the form, I used cups-pdf to print
the form to pdf, and e-mailed it in as an attachment explaining the
problem I had submitting the form.

The response I got - clicking on submit had actually worked, they
received the data (which it turns out is a new to them locality for the
species).

Does anyone know why Acrobat Reader would have told me "action not
allowed" and if there is any way to verify that the data actually was
sent when such a message is displayed, such as a log file somewhere?
