Yes - http://jamendo.com is my favourite. You can just randomly download whole albums in mp3 or ogg, listen to tracks in your browser, review and donate to the artists directly by paypal (Jamendo deduct 10% IIRC). Most of it is CC licensed. 90% of retail is just a dream for artists locked into sick contracts. I haven't bought any regular you-are-sued industry music for several years.
