IMPORTANT:
  You do need to run redhat-config-date or redhat-config-time to
update the /etc/localtime database with the timezone information
change!  This is very important.  The information in /etc/localtime is
not automatically updated with the newly released RPMs.

Uh, where did you get this information? All of my servers updated the timezone information correctly, I didn't have to run either of those utilities.
