It's not Apache that's "other", it's that you're marking files as to be
readable by "other" people, Apache just happens to be in the middle.

If you were to play the game where you own the files, you add Apache as
a group that can read the files, and didn't even think about the "other"
permissions.  *Other* users can use Apache, and they can read files that
Apache can.

There are various strange ways you can set up servers, but if you want
to take advice, or use other scripts and things that make use of
webserving files, and not play mental gymnastics to resolve issues, it's
easier to go along with the usual way of doing things.
