It's not Apache that's "other", it's that you're marking files as to be readable by "other" people, Apache just happens to be in the middle. If you were to play the game where you own the files, you add Apache as a group that can read the files, and didn't even think about the "other" permissions. *Other* users can use Apache, and they can read files that Apache can.
