- Set your hwclock to UTC.
- Set Linux to use a UTC hwclock and your local timezone.
- Set your Windows timezone to UTC.
- Set all Windows users' clocks to not change for DST.
In Windows, your clock will always show UTC, but everything else will work
as expected.
