The only options I have under mouse scroll settings are 'Allow scroll wheel
to control windows' and 'Use line scroll on document windows'. Oh, I've
just noticed:
Scroll... Window with focus
x Window under pointer
Focus window or pointer
Focus or pointer window if higher
