localhost:631 is not an encrypted port AFAIK.

However, I note that there is this entry in my cupsd.conf

ServerKey /usr/etc/cups/ssl/server.key

which in fact could be commented as its the default.

Have you redefined the port from the default 631?  Port 443 is normally 
used for ssl functions I believe.

In any event, the ssl should work, and that is where I'd point my nose to 
see if the problem can be sniffed out.
