The installer doesn't pick out packages per language. Pick a random package, such as file-roller or gnome-terminal or NetworkManager and run "rpm -ql file-roller | grep locale" -- you'll see a bunch of other languages you don't use. All the language thing does is select the default language we should use on the system.

The Fedora rule of thumb is that switching languages should be as easy as changing your LANG environment variable.

I'm looking into better solutions, such as speeding up the lang registration, but for now, this is the way things go.
