It's a packaging bug.

Yes, sa-update will break without it.  I was surprised to see that
this wasn't fixed in the latest spamassassin update.  It was covered
quite clearly in BZ#193100 (twice actually).  Care to mention this in
the bug again?  I'm guessing that Warren has his plate full preparing
for the RHEL5 release and this just slipped through.
