I was not clear enough, i need to do this for 100 machines, and the users should not be able to
change the setup.

As a workaround I have stopped haldaemon and edited /etc/security/console.perms.d/config,
but would really like to use a policy in hal, which hopefully also would make it possible to
choose between ro/rw mounts too for certain machines.
