xchat-perl is not a fedora RPM but a xchat.org one.
They have choose to split xchat into 4 rpm.

xchat-2.8.0-1.fc6.remi is not a fedora offical RPM too, but is build
like the official one (from the updated official rpm) : only 1 rpm (with
perl and python plugins, not the tcl one).

xchat-2.8.0-1.fc6.remi is an update of xchat-2.6.6-4.fc6

You should :
yum remove xchat
yum --enablerepo=remi install xchat

And remenber, this is not an official "fedora" RPM.
