my /etc/exports had:

Using your line as an example, and merging options in one by one, it
turns out that the "fsid=0" was the missing piece.  Adding that option
allowed the partition to be mounted.

This seems like a documentation problem at least, or perhaps even a
nfs4 problem where the built-in defaults aren't adequate for running a
vanilla nfs4 server.
