Which changes in particular? The package of interest is tzdata, and updates
have been released for FC5 and FC6 which cover pretty much everything. Check
the changelog of that package for whatever specific issue you're interested
in.

Earlier unsupported releases FC3 and FC4 also have updated packages through
early 2006, but they're missing some of the more recent changes. But then,
if you're running FC3 or FC4, timezone changes are the least of your
worries.
