You need to enable the appropriate debug repository in /etc/yum.repos.d.

ah, of course.  and i'm assuming that if i choose to build my own
kernel with kernel debugging enabled, i can do without those rpms.

Should work, yeah. If not, try the mailing list at http://sources.redhat.com/ml/systemtap/. Note that the technology is under rapid development so you might hit some rough spots.
