There is a gconf key, /apps/puplet/always_show, which controls whether puplet appears in the notification area, even if there are no updates. It wasn't set up on my system so I had to use gconf-editor to create it. (gconf-editor is in Core but isn't installed by default.) Just create a boolean key and set it to true to have puplet always displayed. Of course, if puplet isn't properly finding updates this won't help, but at least you can now poke the refresh button. While I was at it I also replaced the new icons with the ones from the update applet in FC4. I don't like the new icons.
