Hi Eric. This may not be the answer, but I  believe that to use Xvideo you 
need the v4l module in the modules section of /etc/X11/xorg.conf. You can 
just add it to the list, as below, then restart X.
Load   "v4l" 

Tvtime worked ok for me on earlier FC versions without the module in 
xorg.conf, but perhaps it wasn't using Xvideo,  and may have been using v4l, 
or v4l2.
