It's the standard HTML form submission syntax, defined in 
http://www.w3.org/TR/html4/interact/forms.html#h-17.13.3.4
"?" separates the script URL 
(mirrorlist=http://mirrors.fedoraproject.org/mirrorlist) from 
the argument list, which contains two name/value pairs (e.g. 
repo=core-6 and arch=i368) separated by a "&".
