Ok. Shame on my girlfriend.
She uses my account sometimes and switched on KDE slow keys *duh*

I noticed, that the "problem" was limited to KDE, and everything was fine when using GNOME. So I checked kcontrol and saw the checkmark at "activate slow keys"
