I've been seeing the same sort of rates on my download, and I'm  pretty sure
my ISP doesn't throttle torrent since I've often downloaded things with torrent and
gotten much higher rates. I think maybe there are just a bazillion folks downloading
and even torrent can't keep up (or my torrent client has selected an unfortunate
set of low performing peers to use).
