This is really buging me.  Why does ntpd report the wrong time, slowly
getting worse over the course of a day?

Have you check bugzilla to see if anyone has reported this problem? If
not please file a bug report. Since FC6 has not due for release until
this coming Tuesday try posting your problem on the fedora test list.
