The legacy repos are maintained by fedoralegacy.org. FC5 will 
move to Fedora Legacy when FC7test2 is released, and the 
baseurls will be 
http://download.fedoralegacy.org/fedora/$releasever/updates/$ARCH/
http://download.fedoralegacy.org/fedora/$releasever/updates-testing/$ARCH/

BTW. all the standard repo definitions are in the fedora-release 
package.
