There are several possibilities. If you download the sox sources and
read the docs it will tell you what you need to compile in lame mp3
support which should allow you to convert between a large variety of codecs.

On the other hand Audacity (if installed from a non-US site such as
livna.org) comes with support for mp3 ogg and a few others I don't
remember AC3, but it might be available.

Of those two, sox is easier, possibly faster, however many prefer the
GUI goodness of Audacity.
