If you download the sox sources and read the docs it will tell you what you need to compile in lame mp3 support which should allow you to convert between a large variety of codecs. On the other hand Audacity (if installed from a non-US site such as livna.org) comes with support for mp3 ogg and a few others I don't remember AC3, but it might be available. Of those two, sox is easier, possibly faster, however many prefer the GUI goodness of Audacity.
