try adding 2 additional lines in there before the rootnoverify option
            map (hd0) (hd1)
            map (hd1) (hd0)

also verify that /etc/grub/device.map has the proper mapping for
both /dev/hda and /dev/hdb
 
"info grub" should give you a lot of detailed information.
